Simply assign story points appropriate to the person who will be doing the work. If someone is bad, and for some reason we're not firing them, then they get to point tickets higher.

At the end of the day, I find story points useless for anything except breaking up overly long tasks into smaller work items. In that sense, it doesn't matter if you say 13 story points or XL t-shirt size.
