There are varying levels of healthcare in Mexico from totally-free to totally-private, so this was probably at a private hospital (which, like in the US, can set their own rates -- and when you need emergency surgery it's hard to comparison shop).

That said, this visit in the US without insurance would have easily been $30,000-$50,000, so it still seems incredibly affordable.
