These numbers seemed off when I was teaching myself Spanish, but when I hired a professional instructor they seemed much more realistic. I got to upper-intermediate (B2) and am about "almost 50%" of the way to fluent with 250 video lessons with some extra self study and travel.
Now I'm living in Mexico and get compliments about my level of Spanish from native speakers just about every week. (I'm also highly aware of how not-fluent I am, even though I watch TV only in Spanish now.)
That means 750 hour-long video lessons would put me at properly fluent. Learning Spanish is definitely something I did on the side, 2 hours a week for 2 years, so if you committed 100% of your free time to it then you could definitely do it in 1 year.
