Yeah it's tricky and country dependent. Typically to move to Latin America it's no problem to become a resident if you have some amount of income (about $1500/month here in Mexico) in foreign sourced income. Other broke expats (present company included) leave every 6 months to other countries and then come back to renew tourist visas.
