Yes, that is actually a more common problem in the industry overall, except the vast majority of US companies hire "offshore" or "near shore" foreign contractors instead of junior developers.

That said, that problem illustrates the same issue, that senior devs are needed, but companies don't want to invest in training people for performance, only for compliance.
